Rather than improving the services offered to every day citizens, like passports and driver’s licenses, the ruling parties would rather put the money in places that will get them reelected or to get more money. In the US, tens of thousands of new IRS inspectors were critical for President Biden and his, then, Democratic-led Congress. In Canada, simply put, Justin Trudeau did not care how long it took for Canadians to get Passports. It would seem that we are all at their mercy.
